Brazil’s Congress just passed a disastrous bill that dismantles environmental licensing. According to the the Coordinating Body of Indigenous Organizations of the Brazilian Amazon (COIAB), it threatens Indigenous rights and opens the Amazon to unchecked destruction.
But there’s still time to stop it. President Lula has until August 8 to issue a veto!
Indigenous peoples and social movements across Brazil are calling on Lula to reject this bill, which would gut environmental protections and give agribusiness, mining, and oil companies a fast track to destroy Indigenous lands and forests.

President Lula –
I write to you with deep concern and in solidarity with Indigenous Peoples across Brazil, who are urging you to veto PL 2903 – known as “Devastation Bill.” COIAB declared that it represents an existential threat to the territorial and environmental rights of Indigenous peoples in the Amazon.
This bill threatens to strip away critical environmental protections and open the doors to increased deforestation, illegal mining, land invasions, and reckless expansion of soy and cattle. It will make it easier for powerful and transnational industries to exploit Indigenous territories, many of which haven’t yet been demarcated.. If signed into law, this bill would not only violate Indigenous rights but accelerate the destruction of the Amazon and other Brazilian biomes, endangering the future of the entire world.
President Lula, you have long stood with the Indigenous peoples of Brazil and the movement to defend the Amazon and to fight climate change. Now, with COP30 on the horizon, all eyes are in Brazil. More than ever, this is your opportunity to lead by example and show that Brazil is committed to justice, democracy, and planetary survival.
I urge you to reject the pressure from big agribusiness, extractive industries, and transnational companies. For the common good, please veto PL 2903 in its entirety.
Stand with the Indigenous guardians of the forest. Protect the Amazon and all the Brazilian biomes. Now, more than ever, the future of the world depends on true climate leadership.
