COMARU Communique on Camisea Oil Spill

TGP PROVOKES PETROLEUM SPILL IN THE URUBAMBA VALLEY

The Machiguenga Committee of Lower Urubamba – COMARU makes public that on the 22nd of December there was a petroleum spill of major proportion stemming from the Camisea gas pipeline that transports hydrocarbons from the Las Malvinas plant in the Urubamba River to the coast. The spill occurred on kilometer 8 (adjacent to the “Tupac Amaru” colono settlement) flooding the Sachavacayoc (or Shegoriato) ravine, later contaminating the waters of the Urubamba River for 4 hours without automatic control of the valves.

The waters of the Urubamba were quickly blanketed with petroleum and a pungent odor filled the adjacent zone, destroying fluvial fauna. The spread of petroleum in the river at first confused the community, believing that the death of fish had been caused by some run-off as in other occasions. However, there were also reports from Sepahua about the damage of the contamination, practically the flooding the whole village.

The communities of the Urubamba Valley, particularly the Native Community of Ticumpinía (or Chocoriari) who quickly reported the incident to us, have awaited in vain for a reasonable explanation about the spill or for a realization of an operation that would dissipate the impacts, both of which have not occurred.

This delicate situation has lead us to ask many questions with respect to the truthfulness of the Environmental Impact Assessment. For example, Is it true that in cases like this the valves automatically shut off? Does the Environmental Community Monitoring Plan really come into effect as soon as an emergency occurs? We need access to reports from Transporters of Gas of Peru (TGP) to the Supervisory Agency of Energy Investment (OSINERG) and from the Ministry of Energy and Mines (MEM) to the General Office of Environmental Affairs (DGAA) about this event. We want to know, Why has the company TGP not communicated the problem to the communities to avoid consuming potentially contaminated water or fish? When will there be a clean up and what are the authorities waiting for to initiate an exhaustive investigation?

We shed light on this problem, given that the time in which the project has been operational has been so short, has only served to reinforce its high risk – not only by its very nature, but also because of the significant inconsistencies that characterize Environmental Impact Assessments and PMAC of TGP, filled with innumerable objections that have often been stated.

We only expect that the Peruvian government guarantee that what it approved in the Environmental Impact Assessment and the Adaptation Program of Environmental Management (PAMA) is complied with in order to ensure the life of our peoples and our environment.

COMUNICADO

TGP, PROBOCA DERRAME DE PETRÓLEO EN EL VALLE DEL URUBAMBA

El Consejo Machiguenga del Río Urubamba – COMARU hace de conocimiento público que el día 22 de Diciembre pasado, se produjo un derrame de Petróleo de grandes proporciones en el oleoducto Camisea que transporta hidrocarburos desde la Planta de “Las Malvinas” en el Río Urubamba, hasta la costa. El derrame se produjo a la altura del Kilómetro 8 (junto al asentamiento de colonos “Túpac Amaru”) inundando la quebrada Sachavacayoc o Shegoriato, que luego contaminó las aguas del Río Urubamba por un espacio de 4 horas sin que se controlen las válvulas automáticamente.

Rápidamente las aguas del Urubamba quedaron cubiertas de petróleo y un fuerte olor inundó toda la zona próxima al río y produjeron estragos en la fauna ictiológica. La creciente del río ayudó a confundir en un principio a los comuneros creyendo que la mortandad de peces había sido producida por algún desembalse como en otras oportunidades; sin embargo, desde Sepahua también se reportaron los daños de la contaminación, ya que en este periodo se inunda prácticamente todo el pueblo.

Las Comunidades del Valle del Urubamba, muy especialmente la Comunidad Nativa Ticumpinía o Chocoriari, quien nos reportó prontamente esta noticia, ha esperado en vano una explicación razonable para este suceso o la realización de algún operativo que permita disipar los impactos; y, esto no se ha producido.

Esta delicada situación nos ha llevado a preguntarnos muchas cosas respecto a la veracidad de los Estudios de Impacto Ambiental, por ejemplo; ¿Qué tan cierto es que en casos como éste las válvulas se cierran automáticamente?, ¿Qué de cierto es que el PMAC (Plan de Monitoreo Ambiental Comunitario) entra en aplicación apenas sucedida una contingencia?, Necesitamos conocer los reportes de la TGP a OSINERG y a la DGAA del MEM, sobre este problema; Queremos saber ¿Porqué la Empresa TGP no ha comunicado a las comunidades este problema para evitar que las comunidades puedan consumir agua, o peces del río ante el riesgo de contaminación?, Queremos saber además ¿Hasta cuando no se llevará a cabo la limpieza del río y que están esperando las autoridades para iniciar una investigación exhaustiva?.

Hacemos de conocimiento público el problema, por cuanto el tiempo que tiene en funcionamiento este proyecto, nos permite confirmar el alto riesgo que trae consigo, no solo por su propia naturaleza, sino por las grandes inconsistencias que caracterizan a los Estudios de Impacto Ambiental y PMAC; de TGP, lleno de un sin número de observaciones que han sido hechas públicas en su oportunidad.

Solo esperamos que el Estado Peruano, garantice que lo que aprobó en su oportunidad en los EIA y el PAMA, se cumpla al pie de la letra, para garantizar la vida de nuestros pueblos y de nuestro medio ambiente intacto.
