On October 30, 2006 the Colombian Ministry of Defense issued Permanent Directive No. 16 / 2006 that outlined a Policy of Recognition, Prevention, and the Protection of the Human Rights of Indigenous Communities in Colombia. This Directive was sent to the Commander of the Colombian Armed Forces, and to the General Director of the Colombian National Police. It specifically mentions the need of the Colombian Armed Forces and National Police to respect the Autonomy, Culture, Territory, and Special Jurisdiction that Indigenous Peoples have under Colombian Law and under International Norms and Treaties.
