The Ecuadorian Government ’s plan to build the new oleoducto de Crudos Pesados (OCP)has been repeatedly delayed for 10 years – -mostly due to the country ’s eco-
nomic and political instability and the project ’s perceived risks.
However,on June 7, 2001,amidst widespread controversy and protest,the Noboa Administration gave the green light to the OCP Consortium,Ltd.to begin construction of the $1.1 billion pipeline. The project, which is scheduled to break ground in August 2001 and be completed by mid-2003, will double Ecuador ’s oil production capacity. Already,it has begun fueling a second oil boom in the Ecuadorian Amazon.
